Film and Photography in Public Locations

In many cases filming and photography in public places does not require a permission. Sometimes you have to make a report beforehand. Larger projects require a permission.

Filming and photography in public spaces

For simple filming and photography (e.g., news coverage) in public spaces, a special filming permit is generally not required. However, there are certain situations where additional permits are necessary, such as:

  • Occupation of parking spaces 
  • Switching off public lighting 
  • Attracting public attention (e.g., violent scenes, noise, etc.) 
  • Closing sidewalks or streets

Diese Tätigkeiten betreffen mehrere Fach- und Amtsstellen des Kantons, weshalb ein koordiniertes Verfahren erforderlich ist.

No Permission needed

Für Filmaufnahmen mit minimaler, portabler Ausrüstung, die nicht von langer Dauer pro Örtlichkeit sind, ist keine Bewilligung notwendig. Zu dieser Ausrüstung zählen beispielsweise Kameras, Stative, Handreflektoren, Scheinwerfer und Drohnen. 
Dies gilt auch für aktuelle, nicht planbare Medienberichterstattungen sowie für Aufnahmen, ohne Einwirkung auf den öffentlichen Raum respektive ohne Einschränkung des schlichten Gemeingebrauchs.

Notification needed

For filming or photo shoots lasting up to half a day (12 hours) in areas such as sidewalks or squares, and without closing off motorized or stationary traffic, a notification must be submitted no later than 14 days before the start of filming.

Simple permit

For filming or photo shoots lasting up to four days without interruption, with or without closing off roadways and sidewalks, an application must be submitted at least six weeks before the start of filming, including a detailed filming schedule (setting up props, closing off traffic with precise timing, turning off public lighting, and a detailed description of the filming scenes). 

Ordinary Permit

For filming or photo shoots lasting longer than four consecutive days, a permit application must be submitted at least three months before the start of filming, along with the corresponding concept and plans. Depending on the impact a public publication may be necessary.
